EU moves towards stronger frontier-AI controls and greater technological independence

European Commission President Ursula von der Leyen used her State of the Union address to call for greater control of frontier AI development. She said the EU would work with Canada, the UK and other partners on model evaluation, early warning and AI security while engaging leading AI laboratories about “pacing the frontier”. Europe is treating AI dependency as a strategic-resilience problem, not merely a technology procurement issue. A European company could therefore face two different risks simultaneously: a foreign supplier becomes unavailable because of geopolitical tensions; and European regulators impose additional requirements on the AI systems that remain available. This makes “cheap and technically capable” an increasingly incomplete procurement criterion.

  • Add jurisdictional dependency to technology-risk registers.
  • Assess whether critical AI workloads can run on European infrastructure if required.
  • Separate sensitive European data from less-sensitive global workloads.
  • Require suppliers to disclose hosting locations, subprocessors and material changes to infrastructure.
